This paper aIDresses the Food Stamps as one of the United States Social Welfare Program. The Great Society Program during the reign of President Lyndon Johnson was facilitated by the enactment of the Food Stamp Act. This was one of the successful social welfare programs as initiated by the federal government. This program was meant to safeguard the general well-being, health, and the welfare of the American citizens and in particular those living in low-income households. This was a Food Act that had the support of majority of the legislatures in its enactment (Zastrow, 2009). The main goals behind its enactment included prevention of hunger, improvement of the social conditions among the low-income citizens, and provision of a foundation for the agricultural sector in the United States. The program aimed at strengthening the agricultural economy as well as maximizing the use of food abundances (Nilsen, 2005).

Some of the benefits of the program included; provision of high standard nutrition for the poor, reduction of health complications (such as osteoporosis and anemia) that are associated with poverty. The main beneficiaries of this program were the low-income earning households. The government aimed at distributing agricultural surpluses to poor through the provision of food stamps that these people could present to any grocery store in exchange of foodstuffs (Zastrow, 2009). These food stamps were issued by the United States Department of Agriculture in collaboration with the States Welfare Offices and as a resulted linked both the state and the federal governments in regard to agricultural issues. The federal government was responsible for making the payments but responsibility of determining the eligibility to the program was left to the state agencies that conducted audits and kept an eye on food inventories for the food vendors. The administrative costs however were shared among the federal and the state governments (Nilsen, 2005).
