Definitional Issue 1: American sign language is (is not) is not a “foreign language” for purposes of a college requirement. The American language is used by close one million American people as their primary, not secondary language. This includes native singers, American born deaf community and foreigners yearning to learn the American ways of life. Based on this definition, the American Sign Language is truly American, not foreign and so cannot be regarded as “foreign” for the purposes of teaching.
Criteria Part: what criteria have to be met before a language can be declared foreign?
Secondary languages are considered foreign in America. Languages like French and Spanish are secondary and so fit well in the criteria for classifying foreign languages.
Match Part: does the American language meet these criteria? From the criteria highlighted above, the American Sign Language truly falls under primary, not foreign language.
